The International Council on Mining and Metals' critical control management framework has moved from aspirational to operational standard for major operators. Understanding what makes a control 'critical' — and how to verify it is working — is the challenge that separates effective SMS from compliance paperwork.
The distinction between a safety control and a critical control is not semantic. A safety control reduces risk. A critical control is the specific barrier whose failure would directly lead to a fatality or catastrophic event — and whose effectiveness can be verified through a defined activity.
The ICMM Critical Control Management Implementation Guide, which has become the operational reference for major mining operators globally, defines a critical control as one that: (1) is targeted at a specific fatal risk scenario, (2) can be effectively implemented, and (3) can be verified as functioning at any given time. This definition excludes general safety practices, training courses, and policy documents — however well-intentioned — from critical control status.
The practical challenge for mining safety managers is verification. Most operations can produce a list of critical controls for their fatal risk scenarios. Far fewer can demonstrate, for any given shift, which critical controls were verified as functioning, which were not checked, and what actions were taken when a control was found to be degraded or absent.
Coronial investigations into mining fatalities consistently reveal that the critical control existed in the SMS documentation, was trained to workers, and appeared in pre-shift checklists — yet failed to prevent the fatality. The most common explanation is that verification was nominal (the box was checked) rather than substantive (the control was confirmed as functioning).
The shift required is from documentation of controls to verification of control effectiveness. This requires: a clear definition of what "verified" means for each critical control, a structured process for conducting verification activities, a mechanism for recording verification outcomes, and an escalation path when verification reveals a control is absent or degraded.
The governance challenge: Critical control verification is only meaningful if the person conducting it has the authority, competency, and scope to assess that specific control. A statutory supervisor verifying a highwall stability control must have the geological and geotechnical competency to assess what they are seeing. A maintenance foreman verifying an exclusion zone control must have the authority to halt production if the zone is found to be inadequate.
