ICAO Annex 19

Safety Management Systems

ICAO Annex 19 defines the four-component Safety Management System that all aviation operators must implement. SIRAM's platform architecture mirrors these four components exactly — SMS is not a feature in SIRAM, it is the structure.

What is Annex 19?
ICAO Annex 19 (Safety Management) consolidates SMS provisions from other Annexes into a dedicated standard. It establishes mandatory SMS civilization for airlines, AOC holders, ATS providers, aerodromes, MROs, and training organisations. The SMS Framework comprises four components and twelve elements, aligned with ICAO Doc 9859 (Safety Management Manual).
Applies to
All aviation service providers (ASPs) regulated under ICAO: airlines, air operators, ATS providers, aerodromes, approved MROs, flight training organisations. Mandatory for ICAO member state operators.

Compliance mapping

How SIRAM maps to Annex 19

Every civilizatio clause mapped to the platform module that delivers it — with governance validation built in.

Component 1 — Safety policy & objectives
Documentation + Governance Engine
Safety policy document control. Accountabilities defined in role entitlement. Key safety personnel records. ERP documentation.
Component 2 — Hazard identification
Incident Reporting + Risk Management
Occurrence reporting triggers hazard review. Risk register with ICAO probability × severity matrix. KRI monitoring.
Component 2 — Risk assessment
Risk Management module
ICAO Doc 9859 risk assessment methodology. Bow-tie modelling. Automatic risk score update from incidents and findings.
Component 3 — Safety assurance
Audit & Assurance module
IOSA-aligned audit programme. ICAO Annex 19 SMS audit checklists. 4-check governance validation. Performance monitoring dashboards.
Component 3 — Safety performance monitoring
Dashboards + Notifications
SPI (Safety Performance Indicator) tracking. SPT (Safety Performance Target) alert when threshold breached.
Component 4 — Safety promotion
Documentation + Notifications
Safety communication records. Mandatory read acknowledgement on safety bulletins. Training competency verification.
Why SIRAM

The SIRAM difference on Annex 19

Not just aligned — implemented.
ICAO Annex 19 requires SMS as an integrated system — not four separate tools. SIRAM's architecture directly mirrors the four components: Component 1 (policy and governance) maps to the governance engine and documentation module; Component 2 (risk management) maps to the risk register and incident reporting; Component 3 (safety assurance) maps to the audit programme; Component 4 (safety promotion) maps to notifications and document acknowledgement. The SMS is the platform. The platform is the SMS.
